Position Announcement:
Housing Program Coordinator
ORGANIZATION: RCI is an independent 501(c)(3) non-profit organization whose mission is to nurture community and connection in Allentown by fostering a sense of community among our neighbors who have traditionally been marginalized and by cultivating connections across social boundaries. RCI’s current programs include the Community Building Center (CBC), which houses the Service Hub, and the RCI Village housing program. RCI’s activities are guided by the principles of Restorative Practices.
POSITION: Reporting to the Housing Director, the Housing Program Coordinator will provide support for the day-to-day operations of the RCI Village housing program. The RCI Village housing program currently serves over 30 residents and is expanding. The Housing Program Coordinator will play a key role in ensuring the overall health, safety, and sustainability of RCI housing by maintaining RCI’s housing facilities as well as maintaining strong relationships with residents, landlords, and contractors.
HOURS AND SALARY: This is a part-time (25 hours per week) position with some flexibility in scheduling, and a wage range between $23.00 and $25.00 per hour. Benefits include a generous paid time off policy and eligibility for RCI’s Healthcare Reimbursement Account and retirement contribution plans. This is an in-person position based at our office and facilities in Allentown, PA.
KEY RESPONSIBILITIES: The Housing Program Coordinator will provide support for RCI’s housing operations, helping to ensure the success of our residents and other program outcomes. Working in close partnership with the Housing Director, the Housing Program Coordinator will provide direct support to residents following RCI’s community-centered model, with an emphasis on supporting safe and stable housing through property oversight and maintenance and program operations. Additionally, the Housing Program Coordinator will play a coordinating role in the launch of a new workforce readiness program being implemented with RCI partners and focused on providing RCI residents and community members with stable employment opportunities. As a member of the housing program staff, the Housing Program Coordinator will also have the opportunity to contribute to the program in other ways, where there is interest and need. Specific duties include, but are not limited to:
Housing Program Operations
· Coordinate rent collection from residents and ensure timely delivery of rent payments to landlords.
· Manage the Resident Emergency Fund, including requests, approvals, tracking, and documentation.
· Support lease renewals in coordination with residents and landlords.
· Monitor lease compliance and address lease violations using restorative and trauma-informed practices.
· Maintain accurate housing and financial records related to rent, leases, and emergency assistance.
Property & Building Oversight
· Conduct quarterly apartment inspections and document findings.
· Assess apartments and properties for regular or necessary maintenance.
· Coordinate repairs and maintenance with contractors when needed (e.g., plumbers, exterminators, maintenance professionals).
· When possible, complete minor repairs.
· Provide oversight of overall building maintenance and ensure timely completion of work.
· Notify residents of building updates, maintenance schedules, trash days, exterminator visits, and related activities.
· Ensure housing units meet safety, habitability, and program standards.
· When scheduled, interface with an answering service to address emergency calls.
Workforce Readiness
· Contribute to the development and launch of a new workforce readiness initiative, working alongside RCI staff and partners.
· Support RCI residents and community members to ensure they are consistent with program expectations.
· Coordinate with the partnering organizations to support participants trainings and activities.
Administration
· Attend regular staff meetings.
· Attend regular meetings with RCI Village staff to review housing operations and needs.
· Maintain organized records related to inspections, maintenance, leases, and payments.
· Assist with reporting and documentation related to housing operations.
QUALIFICATIONS: Required qualifications for this position include:
· Experience managing or overseeing properties, or in building maintenance or operations.
· Experience working with landlords, contractors, and/or property maintenance companies.
· Basic repair and maintenance skills are preferred.
· Experience working with marginalized populations is preferred.
· Strong organizational skills.
· Ability to manage challenging situations using restorative, relationship-centered approaches.
· Ability to communicate clearly and professionally with residents, landlords, and partners.
· Ability to maintain effective working relationships in community contexts.
· Ability to work independently while collaborating with a team.
· Fluency in English; fluency in Spanish is helpful but not required.
· Ability to safely lift 25 lbs. on a regular basis, and occasionally up to 40 lbs.
· A valid driver’s license is desirable.
